Meet Josh

As your incumbent Cornwall Town Supervisor, Josh has brought an incredible amount of vision to the town. A graduate of Cornwall Central High School and the Culinary Institute of America, Josh's deep roots in the community, combined with his experience in public service and small business ownership, uniquely position him to lead Cornwall into the future.

Josh's career in public service began shortly after 9/11, when he decided to leave the high-end catering world and become a culinary instructor and program manager for the City’s Human Resources Administration. It was this experience that ignited his passion for public service and eventually led him down the path of politics and public affairs. Josh worked as the legislative and budget director for New York City Council Member Thomas White Jr., where he helped manage the agenda of the Council’s Economic Development Committee and worked on a plan to deal with the foreclosure crisis in the 5 boroughs.

After his tenure at the Council, Josh became the director of public affairs for the YMCA of Greater New York, where he successfully lobbied and advocated for millions in program and capital dollars for after-school programs and new community facilities. He also led the organization's grant management efforts, ensuring that upwards of $30 million dollars in City, State, and Federal funding was secured or renewed on an annual basis to serve New Yorkers.

In 2013, Josh and his wife Heather opened Fresh Café & Catering on Main Street, which became a fixture in the community. As a small business owner, Josh gave many local kids their first jobs, as well as local residents in need of work. His deep commitment to the community led to the development of the Cornwall Rising proposal and capital dollars from State Senator Skoufis to begin the process of transforming Cornwall's Main Street into a more business and pedestrian-friendly place, capable of attracting public and private investments.

Josh was elected to the Cornwall Town Council in November of 2019, serving for two years during the worst of the Covid-19 pandemic. He successfully challenged an entrenched incumbent for Town Supervisor in order to bring badly needed change to Cornwall. Since taking office as Town Supervisor on January 1, 2022, Josh has focused on smart economic development, Main Street revitalization, keeping taxes in check, protecting natural resources, modernizing government, and improving communication with residents. His goal is to make every day count while in office for the next two years.

Josh and his wife Heather currently reside in the Village of Cornwall-on-Hudson with their two children. With government, economic development, and non-profit leadership experience, combined with an understanding of a small business owner’s needs and deep family ties to the community, Josh is the right choice to lead Cornwall into the future.

Economic Development, Main Street and Support for Small Business:

  • Secured a joint $4.5 million NY Forward Grant for downtown revitalization with the Village.

  • Helped secure $2 million in funding from Empire State Development for Cornwall Social and Storm King Art Center Projects.

  • Completed Bridge Street Pocket Park.

  • Working with owners of Berniker’s Property to secure State funding for Hotel and Hospitality Project that would transform our downtown area.

  • Completed a Main Street Parking Study.

  • Designed a small business guide with the Chamber of Commerce.

  • Proposed changes to zoning and use codes that would make it easier for businesses to open, grow and expand in Cornwall.

Delivering for cornwall

Public Safety and Code Enforcement

  • Collaborated with the Village of COH to transform ambulance service for Village and Town residents, creating a model that can be implemented across Orange County.

  • Provided legal support for Cornwall Police Department to enforce Red Flag Laws and Extreme Risk Prevention Orders to reduce gun violence.

  • Properly staffed building department to allow for proper code enforcement functions that have been lacking for years.

  • Held Idlewild Creek Apartment Complex accountable for fire code and site plan violations that were not enforced by previous administrations.

Technology and Communications:

  • Redesigned and Launched New ADA Compliant Town Website.

  • Designed and launched Explore Cornwall NY website to help promote economic development.

  • Improved Town’s email and network security by adding security protocols.

  • Began process of improving efficiency of DPW and Building Department through installation of new technology.

Parks and Recreation:

  • Secured a $200k grant from Senator Skoufis for upgrades at Riverlight Park.

  • Created a park masterplan/design, to be completed in 2023.

  • Addressed the leaking Town Pool by hiring a Pool Engineer to come up with options for Town. Will be completed late winter/early spring 2023.

  • Completed a Gazebo for Music in the Park in June 2022.

  • Planted trees and removed impervious surfaces near the pond to better absorb groundwater in Spring 2022.

Infrastructure:

  • Completed Sidewalk Projects on Elm, Chestnut and Bridge Streets using ARPA, CDBG and dollars from sidewalk fund.

  • Managed large multi-million-dollar Infiltration and Inflow Capital Projects for Towns Sewer Districts to comply with DEC Consent Order that was issued during previous administrations.

  • Managed FEMA recovery grants for Hurricane IDA, completed Continental Bridge/Culvert Replacement Project, and awarded $300K for Engineering & Design Work on FEMA HMGP Projects – Robert Road/Hasbrouck/Sheldon.

  • Worked with Congressman Maloney, and now Pat Ryan to have a Hasbrouck Drainage Project selected as one of 15 community grants for total of $1.6 million dollars in Clean Water Act funding.

Youth and Senior Services:

  • Created Cornwall Youth Committee in Spring 2022 for Color Run and Winterfest Events.

  • Launched and expanded Friendly Visitor Program in 2022 and 2023, providing outreach and training volunteers to help seniors with everyday tasks.

  • Secured a new Senior Bus with grant from Senator Skoufis – no cost to taxpayers.
